National Level: Belgium

Federally funded specialised centres for victims of human trafficking

In Belgium, three federal centres specialize for the support of victims of human trafficking and human exploitation :

The  Pag-Asa website offers useful resources to better understand human trafficking and victim support, including:

MYRIA

MYRIA is an independent public agency responsible for migration issues and acts as an independent rapporteur for the fight against human trafficking and migrant smuggling in Belgium.

SPF Justice

The Service Public Fédéral Justice coordinates the national fight against human trafficking in Belgium. Its missions include:

  • Drafting and monitoring the legislative and judicial framework

  • Coordinating national policy through the Interdepartmental Group for the Fight against Human Trafficking and Smuggling

  • Monitoring European and international bodies

  • Developing national action plans

  • Funding and supervising victim protection and support mechanisms (the 3 federal centres)

International Level

Council of Europe

The Council of Europe plays a key role in combating human trafficking, particularly through its legal standards and monitoring mechanisms—as a regional guardian of human rights in the fight against trafficking. It has adopted a specific convention (Warsaw, 2005), established an independent monitoring mechanism (GRETA – Group of Experts on Action against Trafficking in Human Beings), and exerts political and judicial influence through the ECHR (European Court of Human Rights).

UNODC

The United Nations Office on Drugs and Crime (UNODC) assists States in combating crime and human trafficking. Its actions include the Blue Heart Campaign (30 July) and the annual publication of global reports on human trafficking : Rapports UNODC

IOM

The International Organization for Migration (IOM) has published a global overview of migration every two years since 2000.

ILO and the European Migration Network

  • The International Labour Organization (ILO) works to combat forced labour and human exploitation.

  • The European Migration Network (EMN) publishes analyses on asylum and migration, which are useful for understanding migration flows and the protection of human rights.
